Yogyakarta, – [June 04, 2024] – In the dynamic world of public administration, where theory and practice are intertwined to shape the landscape of good governance, there is a challenge to effectively bridge the alignment between theory and practice. Recognizing the importance of aligning theoretical knowledge with practical application,
Universitas ‘Aisyiyah Yogyakarta’s (UNISA) Public Administration undergraduate program held a practitioner lecture on policy formulation, entitled “Bridging the Theory and Practice of Public Administration”: UNISA Holds a Practitioner Lecture on Policy Formulation”. The event featured Muhammad Taufiq Arahman, S.IP, M.PA, an expert planner from the Regional Development Planning Agency (BAPPEDA DIY), as the guest speaker.
Building Participatory and Effective Public Policy:Understanding the Role of Actors and Multi-Stakeholder Challenges
In the Practitioner lecture held on June 04, 2024, Taufiq Arahman outlined the importance of multi-stakeholder collaboration in participatory public policy formulation. He explained that in the modern era, non-state actors such as civil society organizations and the private sector play a crucial role in formulating policies that are effective and aligned with the needs of society. “Currently, the government is no longer the sole actor in policy formulation, non-state actors are also important in policy formulation,” said Taufiq.
As an example, Taufiq Arahman raised the case of mental health policy formulation in DIY. The high prevalence of schizophrenia and severe mental disorders in the region, along with the complexity of the challenges faced, demanded a multi-stakeholder approach. This collaborative effort involved various stakeholders beyond the provincial health office, such as non-governmental organizations, academics, and communities.
The DIY BAPPEDA planner emphasized that policy formulation should not only focus on technical aspects, but should also consider the political process and evaluation of previous policies. This is important to ensure that policies are formulated in accordance with the social and political context, and are effective in achieving the desired goals.
Enhancing the Capacity of Prospective Policy Analysts:Learning the Practices and Nuances of Policy Formulation
This practitioner lecture presents an opportunity for undergraduate students of Public Administration at UNISA Yogyakarta, both regular and employee class students, to learn the practices and nuances of policy formulation directly from experienced practitioners. Dewi Amanatun Suryani, S.IP., MPA, as the lecturer of the Public Policy Formulation course, welcomed this event and appreciated the valuable insights provided by Muhammad Taufiq Arahman, S.IP, M.PA,.
Dewi Amanatun Suryani explained that a deep understanding of policy formulation is very important for prospective policy analysts. “The Practitioner Lecture by presenting Muh Taufiq Arahma (DIY Bappeda Planner) was able to add insight and understanding to students about the practice of policy formulation with case studies in DIY. This understanding is very useful for students as prospective policy analysts in understanding the diagnosis of public problems in depth and being able to formulate problems more precisely so that various alternative policy solutions can be found that are more appropriate and objective in accordance with the principles of government by prioritizing a balance between technocratic and participatory” according to Dewi.
This practitioner lecture is expected to increase the capacity of UNISA Yogyakarta Public Administration students to become competent policy analysts and contribute to the development of better public policies in Indonesia.
